‘Bengal government misusing central funds’

Leader of Opposition in West Bengal Assembly Suvendu Adhikari on Saturday wrote to Prime Minister Narendra Modi accusing the TMC-ruled government in the state of using central funds for corruption. He alleged that most of these funds were being misused under most of the central government schemes implemented in the state.

Her action came a day after West Bengal Chief Minister Mamata Banerjee met the Prime Minister in Delhi and submitted a memorandum for the release of over Rs 1 lakh crore dues under central schemes and other financial assistance.

The Chief Minister had underlined that the Center has owed the state government funds under schemes like MGNREGA, PM Awas Yojana and PM Gram Sadak Yojana. He had said that pending funds are needed to implement these schemes properly so that the beneficiaries can get maximum benefits.

The officer alleged in his letter that money under some schemes was spent by showing fake utilization certificates. He also alleged that the state government has shown that MGNREGA funds were used for tree plantation drive, but crores were wasted as in reality there was nothing on the ground.

“In the last few years, MGNREGA funds have been duped in the name of planting saplings. Most of the schemes that were otherwise actively implemented in the panchayat area were ignored or stopped and officials were directed to execute the schemes related to planting of mangroves or fruit plants under the MGNREGA scheme. Individual beneficiaries, mostly the ruling party (TMC) did not bother to do anything. He deducted his commission and administrative commission,” claimed the officer.

Mamata had also said that the state government had not received any financial assistance during emergencies like the Covid-19 pandemic, as well as natural calamities like cyclonic storm Yas and Amphan.

This was Mamata’s third letter stating that all protocols are being maintained and hence, funds should be released. Earlier in Parliament, the Agriculture Minister had clearly stated that Bengal has not made rules and the Center has stopped providing funds for the same reason.

Even as Mamata met Modi in the national capital, central government teams were visiting various districts of the state to assess the ground situation under the plans outlined by the CM.

The official, while providing the financial calculations under the scheme mentioned in his letter, said: I request you (Prime Minister) to send more such (central) teams to the concerned departments to conduct a comprehensive audit and find out the misuse of central funds. give instructions. I believe the whole country will be shocked by the scale of the misappropriation of funds, “The central government has been very generous to the people of West Bengal.” The BJP leader said that the central teams that visited Bengal have also raised the issue.

Sources in the state government said, “Whatever questions have been raised since 2018 have been answered and apart from this, another final report has been submitted. These claims are not true.”
Sources on the ground said that MGNREGA funds have been stopped at many places and the names of the schemes have also been changed. For example, ‘Bangla Gramin Sadak Yojana’ from PM Gram Sadak Yojana.

The state government has denied these claims but TMC leaders have argued in favor of such a name change several times. According to him, if the Center has reduced the share of Bengal and the state government is providing more money, then it was only appropriate to change the names of the schemes.

Responding to the official’s letter, the TMC said it was a clear attempt to block central funds. Party leader Sudip Banerjee said, “This is an attempt to block Bengal economically; I will raise this issue in Parliament.”

The state government is in dire need of funds before the panchayat elections. But if these funds are not disbursed, it is possible that the BJP, which is trying to make deep inroads in the state, will use the corruption angle in its campaign against the TMC.
